This is an interesting golf problem, with a video showing the ball being embedded in the lip of the cup.

There is a rule that goes some way to solving this, but it is not clear from the video that the ball is sitting on the flag marker.

That's Rule of Golf 13.2c.

If a player's ball will come to rest against a flagstick left in the hole:

If any part of the ball is in the hole below the surface of the putting green, the ball is treated as a hole or the entire ball is not under.

Elsewhere in the rules, the authorities define what it means to have the ball punctured.

Holed/1 – Every Ball Must Be Below The Surface To Be Holed When Embedded On The Side Of The Hole

If the ball is embedded on the side of the hole, and the rest of the ball is not below the surface of the putting green, the ball is out of bounds. This is true even if the ball touches the flagstick.

Thomas Pagel, the USGA's Executive Director of the Rules of Golf told Golf.com: “When we're dealing with a ball embedded on the side of the hole, we're only concerned that the entire ball is under the green, even half. of the ball is outside the circle of the hole.

“If the whole ball is under the ground, the ball bends. If the whole ball is not under, the ball does not bend.”

Pagel added that the “Definition of Holed” section of the rulebook is the best. Rule 13.2c, exists for those times the ball rests on the flagstick but does not land in the cup – but it is not fixed.

“But if you're dealing with a ball putted on the side of the hole, this special case doesn't apply because when the ball is putted, usually, the ball that lands on the bottom of the hole is not determined by the presence of the flagstick – the ball is attached to the green which prevents it from falling in.”
