Many golf clubs will argue this point over and over again.
However, any hit of the ball whether on the tee or the green counts as a stroke.
Golfers have many phobias, so to name any one of them “worst” would do injustice to the problem of anxiety in their minds. That said, completely missing the golf ball during the swing has to be near the top of the list.
Even dipping the ball in this way counts as a stroke.
The truth is that the whiff is not limited to the novice golfer who can't communicate until their third or fourth hack. It can happen to anyone at any time, especially on rough terrain, when you're sleeping outside in fescue, or deep in the woods when you're trying to go out like a Club Pro Guy.
You might think, 'Yeah, yeah, that's the PGA Tour. Yes, it counts. If I play with my friends at the weekend, I won't be lucky.' This is acceptable, but technically you are cheating.
According to the rules of golf, the most important thing to understand about the whiff and whether it should count is the intention. It doesn't matter if you miss the ball because you planned to hit it. If you accidentally hit it on the practice swing, as Zach Johnson did at the 2019 Masters, it doesn't count as a stroke because he didn't intend to hit the ball, which was easily demonstrated.
But if you meant it, and you missed it, it matters. As the Laws of Golf explain, a stroke is made with “the forward movement of the club made to hit the ball,” which is what a whiff is if you've ever had the good fortune to experience one.
